Program Controls

Williams International Group's "systems approach" to program control is founded on the standards administered by the Project Management Institute (PMI) and the American Association of Cost Engineers (AACE), in particular the Earned Value Management (EVM) method prescribed by both. Following these standards allows for a fast roll out of tried and tested policies, management requirements, integrated software systems and operation procedures. EVM is a discipline that Williams International Group requires of contractors and service providers alike, via their contracts, to ensure the accuracy of status reporting and forecasting. EVM is significant in preventing and defending claims, since it requires contractors to explicitly detail their intended plans of execution by the resource and cost loading of schedules.

A significant component in our controls infrastructure is the group of codes used to identify, filter and sort information. The most important of these is the Work Breakdown Structure (WBS), which coordinates all information/data to be collected program-wide. The WBS is a hierarchal organization of the scope of work to be performed and, for large programs, normally consists of six levels. All cost, schedule, documentation, issues and other information will be tracked against this hierarchy, enabling ease of retrieval and reporting. Most importantly, this is the means for defining, tracking and controlling scope, which tends to be the ever-changing constant in our business and the focus of our program controls.
